Arlingtons Transportation Demand Management (TDM) Program for Site Plan Development is an Arlington County Commuter Services (ACCS) program which coordinates site plan development with commuter and transit services.
1990 TDM Policy Initiated TDM Program for Site Plan Development
Arlingtons initial TDM Policy for Site Plan Development was adopted by the County Board in 1990. This TDM Policy was an effort of a joint task force of the Arlington County Planning and Transportation Commissions, and an outgrowth of the comprehensive site-plan review process headed by the Arlington Department of Community Planning, Housing and Development (DCPHD). The 1990 TDM Policy (PDF) focuses on commuter travel and aims to reduce peak-hour travel by achieving a reduction of single-occupancy-vehicle trips. It seeks this goal by encouraging the use of transit, ridesharing, biking, walking or travel outside of peak hours. Development projects with TDM-related site-plan conditions have evolved over the years to include both commercial and residential development.
The 1990 TDM Policy outlines a matrix of voluntary TDM strategies based on the sites land-use and transportation categories. From 1990 to the present the TDM Policy matrix has been the underlying document used in reviewing and negotiating the final TDM strategies between the applicant and the County. The final set of agreed upon TDM strategies are written into the approved Site Plan Conditions and is know as the sites approved Transportation Management Plan (TMP).
TDM Planning Process for Site Plan Development
The site-plan proposal including the site characteristics, proposed land-use, traffic impact analysis (TIA) report and proposed parking plan are evaluated for impact and opportunities. A site-specific Transportation Management Plan (TMP) is prepared and site specific requirements are identifies and solutions proposed. The TMP is prepared as draft conditions as part of a coordinated County 4.1 review and negotiation with developer. Each TDM strategy is selected to mitigate the transportation impacts of the site on a case-by-case basis.

Implementation of TMP for Site Plan Development
The developer of an approved site plan property must implement TMP and obtain approval from the County before approval of the first Certificate of Occupancy. At this time the developer with prepare a property TDM report from the following file TDM report.

Subsequent to the first approval, the property owner will re-submit the propertys TDM Report on the anniversary of the approval of the first Certificate of Occupancy.
